Local governance is implemented by public administration institutions – local self-government bodies. The economic, social and environmental development of the cities and territories they manage depends on them. This includes planning in these areas, which is one of the most important functions of public administration institutions. A plan consists of a set of measures. An essential condition for their successful implementation is determining the order of the measures, i.e. their relative importance, since the rational distribution of limited financial resources primarily depends on this. The importance of measures can be determined in two ways: without or with regard to their mutual interaction as elements of the same system. The second approach is the more adequate one. However, the situation becomes more complicated if the number of plan measures is large. This problem can be addressed by using the transitivity property of the interaction of related quantities. On this basis, the article establishes the order of implementation of the measures of the Vilnius City Municipality Economic and Transport Development Plan for 2025 (Lithuania). Eight experts assessed the interaction of a base measure with all other measures, as well as the pairs of measures whose relationship could not be derived by transitivity. Thanks to the transitivity property, the volume of expert assessment decreased by almost 40 percent.
